Go to the Content Manager, click where it says Mods on the left side, it’s down towards the bottom. In the content manager should be a default unlimited money mod, if you activate it youll have no more money issues. I can start a new city with unlimited money just fine but in pre existing cities it is broken. I cant find it in options im the pause menu either. You can also skip any DLC specific buildings. There are 12 that are specific to european maps that you can skip. I tried reloading and the same thing happened. There are 45 buildings you need to unlock.
